The use of NTP is discouraged.  Use chronyd - it's more secure, and more reliable. https://lwn.net/Articles/735211/

systemd-timesyncd is the new "norm" of NTP client. no need to disable it in favor of ntpdate.

also, you only need your own NTP server if you want do provide accurate time to multiple internal clients in your LAN, without having every one of them asking some external NTP server for that.

Actually systemd-timesyncd is a NIH from systemd and doesn't use all the features in NTP to syncronices properly.  So yes, it is ok for clients, but not for file servers and such, as it can be out of sync at 0.1 seconds or more. So, yes, there is a reason to turn of timesyncd if you are setting up a server, and then install a proper ntp server on the machine.

You can get a resource for NTP services from http://ntp.snails.email there is a direct ntp.conf which btw you can install without installing ntpd and it will still be used for the system time, the /etc/ntp.conf can be retreived from: http://ntp.snails.email/v1/ntp.conf
