The article assumes that letsencrypt is installed and configured in some way.  I'm getting an error on a fresh Debian 11 install in the Mosquitto log:

Error: Unable to load CA certificates. Check cafile "/etc/letsencrypt/live/msqt.hwdomain.io/chain.pem".

Error: Unable to load server certificate "/etc/letsencrypt/live/msqt.hwdomain.io/fullchain.pem". Check certfile.
